UK, USA and European citizens holding the Visa-On-Arrival option will not need to apply for the Dubai Transit Visa beforehand, rest needs to apply beforehand.

To apply for a Dubai Transit Visa, all you need to submit is,
Nationals of Afghanistan, Pakistan, Iran and Iraq will need to submit the supporting document that is the National ID.
Once the application is completed, you will receive the reference number through email along with the confirmation email, keep the reference number handy to track your Visa status live.
From the issuance date of your Transit Visa to Dubai, the visa is valid for the next 15 days and provides the stay period of 48-96 hours from the time of exiting Dubai Airport and coming towards the City.
